Who is entitled to this benefit?

entitlement to the Culture Pass have people who live in precarious financial circumstances.

Exactly who these are is listed on the website as follows (data from 2025):

  • Recipients of Vienna's minimum income support (WMS).
  • Persons entitled to the supplementary allowance (minimum pensioners).
  • People who receive disability or occupational disability pensions and whose household income is below the poverty line.
  • Persons receiving unemployment benefits (AMS) or emergency assistance whose daily rate is less than €55.36.
  • People whose household income is below the poverty line.
  • Asylum seekers, people receiving basic care.
  • Children/young people (aged 10 and over) whose parents live below the poverty line.
  • Persons who receive sick pay (sick leave) below the daily rate of €55.36 and whose household income is below the poverty threshold.
  • People who are on maternity leave/parental leave or receive childcare allowance and whose household income is below the poverty risk threshold.
  • Individuals who are self-employed or freelance and whose annual income is less than €19,926 per single person (submission of income tax assessment).

The Culture Pass App Available for all Culture Pass holders on Google Play and the Apple App Store. The Culture Pass app presents the wide range of cultural offerings of the "Hunger for Art and Culture" initiative.


A street map displays nearby cultural institutions that can be visited free of charge with the Culture Pass. You can filter the cultural offerings according to the following 10 categories (Library, Education, Stage, Miscellaneous, Festival, Film, Literature, Museum, Music, Sightseeing) or search by keywords (Opera, Theater, Dance, Nature/Environment, etc.). It is also possible to directly search for the cultural institution or event organizer of your choice using the search function. Each cultural institution/organizer is presented on a detailed page – these pages provide information on how the Culture Pass can be used at the respective institution. A bookmarking function allows you to mark your personal favorites.

Every Kulturpass holder has the option of uploading their Kulturpass and then presenting it digitally at the box office along with photo ID. Ticket requests via email are also possible at many cultural institutions. The app is available in German.

The news function provides you with regular updates on cultural news, events, and important social issues. You can also filter the news by state and/or category.
